Physical Appearance/Character Traits:  He is stodgy and  his back a litltle bent over. He should look like a younger Jesse Helms or Senator Byrd of West Virginia. He should not look mean-spirited--he is really trying to do good— but he should be scowling and he should have a fat face and jowls.  He should be able to point his index finger, as that will be his main gesture.

Costume: a traditional suit.
